This is a professional tool for clinching 1/8" (3,18mm) diameter semi-tubular rivets by hand, perfect for Ramp flaps, Lamp sockets on ramps and plastics.
You can just use a simple block of hardwood, like oak or maple as base, so it is a very usefull and handy tool.
Especially to reach down into those odd spots where a large Rivet Press can't reach.
Use a light hammer and tap carefully, it's very easy to crack plastics when riveting them with a punch and hammer blows.
